John E. Mengersen

Mr. Mengersen has worked in the field of Civil engineering since 1982 and is proficient in all aspects of Civil Design. He is experienced in Client Relations, AutoCAD, Project Management and Construction Supervision. He is a team player and responds quickly to client concerns. He has been with Costa Engineering since 1994 and remains an integral part of the organization. With over 40 years of experience in the field, he works efficiently and expeditiously to complete projects in a timely manner while meeting client expectations.

Scott Carter

Mr. Carter has enjoyed over forty years of employment with a varied background in Surveying / Civil Engineering, and is with Costa Engineering for twenty-two years. Mr. Carter has completed Land Surveying courses in Rutgers and Fairleigh Dickinson University. His specialties include boundary analysis, boundary and topographic surveys for the private and public sector. Under the direction and guidance of many professional land surveyors Mr. Carter has performed ALTA/ACSM Land Title Surveys, Surveys for mortgage/real estate closing, road construction including infrastructure projects, parks, construction layout. He works closely with numerous local attorneys and lending institutions, developers as well as many governmental agencies.
